feat(怪物配置): 调整怪物类型分配并优化英雄数据顺序

- 重新分配怪物类型列表,使近战、远程、辅助和Boss类型更符合设计意图
- 将兽人斥候(6002)从精英/BOSS区移至近战区,保持配置逻辑一致性
- 为兽人斥候添加额外技能(6004)以增强其战斗能力
