refactor: 调整测试模式、英雄等级和卡池配置

1. 开启单挑测试模式
2. 将英雄最大等级从3下调至2
3. 更新卡池升级波次配置为[4,7,10,13]
4. 修复任务预制体的精灵帧和节点缩放配置
