panw 68b331f35f refactor(config): 重构属性与药水选择配置映射
- 将 CanSelectAttrs 从按类型分组改为按阶数分组(1/5/10/15阶)
- 更新属性ID范围以匹配新的阶数体系(2000/2100/2200/2300系列)
- 简化 CanSelectPotions 配置,移除普通/强力分类,统一为全药水列表
