refactor(ui): 优化列表与buff提示的UI预制件配置

1. 更新buff tooltip的缩放、精灵帧和尺寸模式
2. 重构list和list_me预制件的节点结构与布局参数
3. 调整rank节点的显示状态与位置偏移
