refactor(hero): 移除无用的英雄操作按钮与相关样式

1. 从App.vue中删除英雄列表的修改和删除操作按钮
2. 移除全局和移动端适配下的.row-actions相关样式代码
3. 清理heroes.json中多余的技能配置字段
