feat(config): 添加配置文档并调整天赋与属性效果

- 新增 config.md 汇总游戏配置,便于查阅
- 将部分天赋效果从概率触发改为必定触发,提升玩家体验
- 将攻击力和生命上限加成从固定值改为百分比,增强后期成长性
- 修复 MissionCardComp 中 Buff 类型注释与实际值不一致的问题
