refactor(config): 精简并优化技能与英雄配置代码

- 删除SkillSet.ts中未使用或多余的枚举和注释
- 移除SkillConfig接口中的无用字段in参数
- 统一调整技能配置字段,删除多余的in参数
- 简化SkillSet技能数据,去除冗余注释和无用代码
- heroSet.ts删除被注释的HeroKind枚举和无用注释
- 精简英雄配置相关注释,提高代码可读性与维护性
